Veto proof legislation needs 2/3 in both chambers... I guess that also applies to the budget.

Well civics 101, a bill can become a law after being passed by both houses of congress if:
1. President signs it within 10 days (excluding Sundays)
2. President takes no action on the bill within 10 days (excluding Sundays) and congress is currently in session as of the final day (if congress is not in session then the bill dies, so called pocket veto).
3. President vetoes the bill and congress via 2/3rd majority vote in both chambers moves to override the veto.

There is no way to pass a bill without it ever making to President's desk, it can pass unanimously in both chambers and it may still be vetoed but the original vote count gives you a good idea how successful an override vote will be, basically a bill that passed with overwhelming majority is more likely to get a successful override vote than one that barely squeaked through.

Only constitutional amendments are not subject to the presentment requirement, instead of going to the President's desk these have to be ratified by 3/4ths of all states (currently 38).
