PBS newshour did an interview with the acting ICE director. Its worth a watch, and in this video you can see he is a total asshat. He actually believes people with final orders of removal "should work with ICE" and just turn themselves in.

Typical of people in high positions, he did not want to confirm or deny if what Trump said would become reality, but he kinds of hints that they want to go after people with final orders.
