Read the fine print.. NEW H1B visas.. does not impact those already in the country/have H1B. It makes sense to protect opportunities for people in the US. Most countries are recommending buying and hiring local -- same concept ... why are the rules different for US?

All we need is wall + DACA. Trump will be halfway done with the wall by the end of the year.
