I can't reach 56 Democratic supporters of DREAM, like what Ramos says. There are 6 more member of the Dem caucus (Tester, Baucus, Nelson, Pryor, Manchin, and Hagan), but I don't consider any of them yes votes. The only thing I can conclude is that Ramos is wrong when he says that 56 non-Repub Senators support DREAM. There may indeed be 56, but that includes some Repubs such as Lugar, Bennett, Murkowski, and Collins.

The only way Ramos can be right is if he has knowledge about those 6 Dems Senators I consider no votes, and I am wrong about 4 of them being no votes. Perhaps Ramos knows that Manchin, Baucus, Hagan, and Tester are secretly yes votes?


Well, they might vote no on the Dream Act but yes on the Cloture Vote.

And you don't just count every democrat a yes because they didn't come right out and say no. I think Manchin is gonna be a no, but I have no proof so I won't post it. But you have no proof that he will vote yes either so he is rightfully unknown

It's how the Senate works. First, the Majority Leader files a cloture motion (which is what he did last night for the DADT bill and the DREAM Act). Then, Senate rules say a certain amount of hours have to go by (which is why were waiting for a vote on Saturday). Then, a cloture vote is held, which requires 60 votes. The cloture vote is a procedural motion where the Senate decides if they want to proceed to floor debate on a bill.

If cloture is achieved (if there are 60 yes votes), then Senate rules require a certain amount of time for floor debate, followed by a final vote that only needs a simple majority to pass (51 yes votes). The final vote is the one that will be held on Sunday.
