Can I get some opinion on this.

If one has a college degree or has been in college for 2 years or has served in the military then the person will likely be granted what?
1. Permanent Residency
2. US Citizenship

permanent residency first, then wait 5 years to become citizens just like everybody else.

The outline said Immediate permanent residency but have yet to define what the definition of immediate means. Citizenship only after the borders are secured. And again they haven't defined what does that mean.


They could literally come out and say " Dreamers who already have 2 years of college will immediately obtain their permanement residency once everyone in line who did to legally have obtain their green cards.".


" we estimate that will take 10 years for the borders to be fully secured"



Its really vague what they are saying and I think the first hearing is Feb 14

It doesn't sound like you're being misunderstood at all. You group two kind of people, those who came legally (overstay visa and such) and and those who are illegal (crossing the border). What you want is to provide a separate (ideally faster) process for those that are visa overstays (more 'legal' so to speak) and not to be piled together with those "illegals"
