That's probably a part of their goal, as well. I mean come on...you say immigration judge and folks will scatter. So, they've just reduced the pool of eligible immigrants for legalization.

Even with a legal status they still want us at the low end of the job chain and put up with abuses From employers, it will just go from whos gonn' give you a job if you are illegal to who gonn' hire you if you are a convicted federal criminal.
