I agree, this is actually a good news for those who didn't qualify for DACA. If they implement this sooner, I'll get one while waiting for CIR to pass.

read page 20, starting at line 3, it says "This section shall become operative on January 1, 2015, or on the date that the director executes a declaration pursuant to Section 12801.11, whichever is sooner."
I'm not really sure what that means. does it means that the director can make it sooner?

This is what it is now for DL given out to USC?
Actually they don't ask for residency... You just give them your "California mailing address."

You are supposed to establish California residency to get a driver's license--nothing in AB60 changes that. When I went to get my license, that requirement was fulfilled because my EAD had a California address. Otherwise you can fulfill that by showing:

From AB60 (pg 17, line 21): "A home utility bill, lease or rental agreement, or other proof of state residency, as designated by DMV"

DMV's prima facie evidence of residency for driver’s licensing purposes includes:
(A) Address where registered to vote.
(B) Payment of resident tuition at a public institution of higher education.
(C) Filing a homeowner’s property tax exemption.
(D) Other acts, occurrences, or events that indicate presence in the state is more than temporary or transient.

HAVING SAID ALL THAT, I don't think they actually care about that requirement and rarely enforce it
