The administration has stated various times before that DACA is under review and will continue to be under review when we have an announcement we will let you know.

The Phoenix rally was trump speaking without a TelePrompTer. There's no way she would know what he had in his speech, and even then he could of changed his mind to talk about it in the moment. The difference is DACA has been preserved for 6 months and they keep giving the media the same excuse because trump does not want to outright say "yes, I am keeping daca"

It's very plausible that they had agreed not to mention Joe but then trump decided to do so anyway for a cheap cheer. But yeah, she seems to have very little actual insight to the goings on.
