That's exactly the point...it's useless. Give them a useless wall for a useful Dream Act.

I wholeheartedly agree with you. That's why I'm okay with this compromise, b/c they won't be able to even start building the thing. The amount of eminent domain and associated lawsuit alone will keep the construction down for years, not to mention the logistic nightmares. They won't be able to build it or waste too much money on it.

We're getting something substantial for nothing. Sounds like a good deal.
