Schumer says DACA fix must be attached to "must-pass" bill. Says that's the spending bill to avoid a gov't shutdown next week. McConnell wants DACA to be handled separately

Vote calculus in the Hse has switched on gov't funding since early Dec. Fmr GOP Rep Franks voted to avoid a shutdown. He's no longer a mbr. Scalise now out for surgery. GOP FL Rep Curbelo won't vote for another stopgap $ bill w/o a permanent DACA fix

Factors to watch in DACA/immigration/border fight: 1) What can Trump accept? 2) How far can GOPers bend on DACA without giving up a key issue and inflaming their base? 3) Are Dems willing to give up DACA as an "issue?" & handle DACA separately from gov't funding?

Problems in averting a gov't shutdown & dealing w/DACA by next wk: 1) Time. 2) Still no topline fiscal number. 3) Congressional physics. You still need 218 in Hse. 60 & 51 in Senate. Unclear where the votes will be.

Schumer says gov't funding bill next wk is the only "must pass" bill available to attach DACA. But there could bet at least 1 more gov't funding bill if that is a stopgap. And an increase in the debt ceiling will be required before the end of winter
