The Senate will not be in session next week but will be back the week of the 20th to resume discussion of the Fraud Enforcement and Recovery Act. The faster they finish Energy and Health care agenda items, the faster they can get to immigration matters.

Looks like budget appropriations will be the main topic of discussion in May, and Congressional leaders want to pass it to cap off President Obama's first 100 days. The health care reform debate will most likely start the beginning of June.

Forgot to add Speaker Pelosi's current to do list before immigration:

Quote:
"I think that I would have to move in a forward direction but we have to get healthcare finished, we have our appropriations bills that we must do, the President has energy as part of the agenda so in order for us to get it done in a reasonable time we have to get it started and we have been having those kinds of conversations but it has to be comprehensive. We can solve each of the little pieces but we have to do the legalization piece and we'll see. I mean I think we can pass it in the House, I just can't answer for the Senate."
Energy might be delayed because the Democrats first have to hammer out a unified plan. Right now, some liberal members want to opt for a carbon tax while others want a cap and trade system in place for an energy bill that will best combat global warming.

Quote:
Turning to cap and trade climate change legislation, House Speaker Nancy Pelosi (D-California) said last week that any energy measure the House passes this year won’t overly burden utility ratepayers or businesses. The Speaker has made clear that she will not push climate change legislation until Democrats reach a consensus on their approach, which could take months at best.

The Speaker’s comment came two days after leaders of the House Energy and Commerce Committee unveiled a plan that would cap emissions of greenhouse gases, distribute pollution “allowances” and set up a trading system for those credits. However, HAI reports some Democrats on the House Ways and Means Committee favor imposing a tax on carbon dioxide emissions rather than the “cap and trade” approach.

HAI reports the White House is open to compromise on key elements of its global warming plan, including some free emissions allowances for industry. Lawmakers have warned that enacting climate change legislation will be difficult if the Obama administration sticks to a position that all greenhouse gas emissions under a cap and trade system have to be purchased at auction.

Next on the agenda is the Credit Card Holder's Bill of Rights to protect consumers from unfair fees and hidden charges from predatory credit card companies.

^ Budget appropriations perhaps? The health care debate will start in June and that will be a knock down drag out fight.

President Obama in today's press conference said he wants health care reform done by July 31st before the August recess. Health care will be the main agenda item for the summer.

Not immigration related, but I love the new Healthy Families Act that was just introduced. The bill guarantees every American up to seven paid sick days a year and applies to employers with 15 or more workers.

Quote:
The bill, the Healthy Families Act, would be binding on employers that had 15 or more workers. It would guarantee employees one paid hour off for each 30 hours worked, enabling them to earn up to seven paid sick days a year. They would be entitled to claim their days when they or a child, a parent, a spouse or someone else close to them became ill.
As for the schedule, they want this bill in the second session of the 111th Congress due to the crowded schedule in the first session and that it'll be a popular bill primed for Election 2010.

Quote:
During his presidential campaign, Mr. Obama supported a federal guarantee, with his Web site saying he would “require that employers provide seven paid sick days per year.” Lawmakers who back the bill acknowledge that it may face difficulties this year, because the president and Congress already have a crowded agenda. But, they said, its chances will be far better in the next session, starting in January, particularly since lawmakers typically find it hard to vote against family-friendly legislation in election years.

According to the Politico, Energy/cap and trade will be voted on in the House by Memorial Day recess. That should leave Energy to June or July in the Senate depending on what the Senate wants to tackle first. Obama said he wants health care on his desk to sign by July 31st.

Quote:
After months of negotiation, House Energy and Commerce Chairman Henry Waxman (D- Ca.) produced sweeping legislation this week to create a cap-and-trade system limiting overall pollution from large industrial sources. The committee is scheduled to mark up the bill next week, with a full House vote expected by the Memorial Day recess.
Will health care and energy be the hallmarks of Obama's second 100 days like the stimulus was in his first?
