If Dream Act passes the Senate as an amendment to the Defense bill, I guarantee you that Dream Act will come to Obama's desk for approval.

no single person in Congress wants to vote against the Defense Bill due to patriotism.

Why don't they just let dream as a Stand-Alone bill ?

If Dream Act is brought up as a stand-alone bill, it'll be amended and coupled with a lot of border security and anti-immigrant measures by Republicans.

You can amend a bill, but you can't amend an amendment. If Dream Act is attached as an amendment to Defense Bill, the language of the Act will be preserved. :P
