Ok, I see all of the updates on the bottom of the screen, it is 66-26.... So maybe this is a dumb question but if only 60 votes are need and they passed that why are they waiting for the Senators that are running late?

Alexander (R-TN) just voted in favor of the amendment. The official count is now at 67, but that doesn't include Brown and Udall who may not get to vote due to delay. They would put it at 69. Isaakson and Chambliss are en route to DC, and one or both may vote in favor.

In other words, we're at 69 in favor, possibly 70 or 71. As everyone knows, that's the number they're shooting for (assuming the same people vote for final passage of the bill itself).
