Trump was insisting not to add any relief for us in this year and not included it in the year end spending package.

There are things going on behind closed doors that we are unaware of. Why Trump decided to send out that tweet before the meeting, we don't know. Arguing about what could have been is a zero sum game as there is nothing that can be done to revert what has already happen. Feel free to speculate and theorize; however, since we have no way to test it, this won't be going anywhere.
