If the committee members would like more information before deciding if the bill should be sent to the House floor, the bill is sent to a subcommittee. While in subcommittee, the bill is closely examined and expert opinions are gathered before it is sent back to the committee for approval. Just looked at the majority members for the Subcomittee on Immigration and Border Security and they include Rep. Steve King (IA), Lamar Smith (TX), Bob Goodlatte (VA), and of course Jim Sensenbrenner (WI) the author of the anti immigration "Sensebrenner Bill" back in 2005. There is more members just these ones stood out of from the list...

according too this there no chance for CIR or RACA.

There are 8000 Bills every year and only 10% of them make out of committee.

I agreee on the key points is getting the bill out of committee and up for a vote and most bills don't. Well if any hope one of the original Co Sponsors of Enlist Act is the Ranking Member for the committee of Armed Forces, Adam Smith (WA). Another Original Co Sponsor is also a member of that committee Mike Coffman (VA) maybe this bill will get out of committee.
