No success contacting senators and I've never contacted the Ombudsman. However, contacting the House representative for my zip code has always helped me and gotten me some response from USCIS. I've contacted the office of the house rep in 2013, 2014 and 2015 and now 2023 and each time they were able to get be a response from USCIS that pushed my case along.
Below is the reply from the office of my Senator to expedite my application -

I understand from your description of the issue that you ask for assistance requesting expedited processing of your mother’s I-130 application for you. I am happy to help.
Regarding expedited processing, please understand that an approval of an expedite takes an application out of the que and puts it on an adjudicator’s desk in front of all the other applicants. In an effort to assure fairness to everyone, USCIS understands that there may be situations which warrant that action. To support this action, USCIS has specific rules regarding expediting a case. Based on your email, you know this and are familiar with USCIS criteria for considering expedite requests, so I will not copy that information here.
I do want to share that USCIS specifically advises that an expedited request must include this information to be considered for expedited processing:
A signed privacy release,
The specific USCIS qualifying criteria, and
Justification of the expedite request (a written statement explaining the need for expedite and documentary evidence to support the explanation)
If you believe your mother’s situation meets one of the criteria, send me a statement specifying the criteria met and why along with supporting evidence. If the paragraph you sent represents the statement, let me know and I will use that. Otherwise, prepare a statement and attach to the email you send with the privacy form. Lastly, USCIS requires evidence to support the statement. Please be aware that I can only submit a total of 6 documents, including the privacy form, none of which can be zipped or larger than 4MB.
