I guess what he trying to say is that some times it would seem as if the mods are sleeping in the job... It is understandable that there is a lot of spam but also there are certain basic measures that can be taken to prevent spam automatically through forum addons and spam blockers ad the administrative level, if the site is not maintained properly that is another story
