Do dismissals count as on your record or not. I know for a fact that if you have something on your record they count it as existing and go after you but since you've renewed I think you ought to be fine though I'm not a lawyer and I can only speculate at best.

Good luck convincing a USCIS officer or an ICE agent. They have free reign. Expunged charges/convictions throw up red flags.
