I'm so completely confused right now, that there is no way to describe it. I don't even know which side is up anymore. So now apparently it's the Reps that want immigration on the table and not the liberals?

You missed the "Americans who identify as...". So its a response by voters not Senators. And you know, Senators never do what the voters want.
