Obama's Democrats control both houses of Congress, but their majorities are not large enough to overcome Republican blocking tactics.

Fine, even next year (if it is a sure thing) would not be too bad. It seems to me that this is the most he's done on the issue, urging Republicans. It's not quite good enough, but it is a start.
