Senate Majority Leader Harry Reid announced today that he will push the DREAM Act (Development, Relief and Education for Alien Minors) forward before the end of this year. In a statement, Senator Reid told reporters that he would consider pushing the DREAM Act as a separate piece of legislation this fall instead of including it in a broader comprehensive immigration reform package.

Even though the DREAM Act enjoys bipartisan support, many Republicans may not be willing to support broader immigration reform measures in an election year. The majority leader has stated that he would not consider immigration reform if he did not have 60 votes in the senate to pass a comprehensive reform package. But today, Reid told reporters that he plans to push immigration reform legislation this fall in a comprehensive way, and that if there is not support for a broader package, he would “take a real strong look at the DREAM Act” as a standalone piece of legislation. If enacted, the DREAM Act would serve as an important step towards comprehensive immigration reform.

With action on comprehensive immigration reform stalled due to partisan politics, Senate Majority Leader Harry Reid has started talking about what can pass now, and he’s looking at the DREAM Act. The bipartisan legislation, which would give legal residency to undocumented youth under the condition they go to college or join the military, has the support of 70% of Americans.

Why has Reid decided to temporarily focus on DREAM rather than CIR? Because after Senate Democrats invited Republicans to negotiate a comprehensive reform bill this spring, no one showed up. In fact, the most likely candidate, South Carolina Senator Lindsey Graham, called Democrats’ efforts to push for CIR, “a real cynical ploy.” But the DREAM Act, and AgJOBS, a measure to bring stability and security to America’s farm workforce, do have bipartisan support and could become law if Republicans are willing to work with Democrats to advance them.

It also seems that Reid has been inspired by the stories of DREAM students, who delivered a petition signed by 20,000 people asking for action on the DREAM Act to his staff at the Netroots Nation convention last week. Reid told the crowd at Netroots: “I am happy to do the DREAM Act.” Adding, “But I’m not going to do the DREAM Act unless I have 60 votes.”

Explaining why he wouldn’t put it to a vote unless he knew he had 60 votes Reid said, “I’m not going to disappoint thousands and thousands of these young men and women unless I can win.” The young men and women, to whom Senator Reid was referring, simply want a chance at the American dream that they have already been pursuing their whole lives. It’s up to Congress to fix the broken immigration system that’s holding them back.

Hopefully Reid’s new focus on passing the DREAM Act will add some needed momentum for bipartisan action in the Senate. Passage of DREAM and/or AgJOBS would be an important stepping stone towards enactment of comprehensive immigration reform, provided Republicans decide to work with Democrats on the legislation.

Although the Nevada Democrat remains committed to a comprehensive bill, political realities in the Senate have forced his hand, Reid spokesman Jim Manley said. Manley explained that Reid may try to pursue an agricultural jobs measure and the DREAM Act, which provides students who are illegal immigrants a path to citizenship.

Reid spokesman Jim Manley sent along a statement pointing out that Republicans have been unwilling to team up on what was once a bipartisan effort.

"It has been almost three months since Sen. Reid presented a framework, based on bipartisan ideas, to fix our broken immigration system. Since then, no Republican has been willing to sit down at the bargaining table with us," Manley said.. "He is still committed to reforming a system that is unfair to the American taxpayer, worker, and economy, but that isn't possible without Republican support. In the meantime, he is exploring whether he can pass smaller legislation, such as AgJOBS or the DREAM Act, of which he is an original co-sponsor and long-time supporter. However, Republican support and 60 votes is still needed to address any aspects of our broken immigration system this year."
