Having trouble switching social at work

So, my supervisor is an idiot(boss' boss). Ever since I got my SSN, I've been trying to change it. He keeps giving us the run-around. Tells us to email him and he will get back to us, stuff like that. On Monday, we sent the I-9 paperwork for the second time. This time he replied that he needed me to get a letter from SSA stating why I need to change my social. Do you guys think ill be fine if I go to SSA and tell them my dilemma? Ive even showed him the recent bulletin from DHS that tells employers what to do.

I'd tell him to go fuck himself and stop showing up (make sure you do it on a day where it's busy or there's a lot of work to get done)

Ive sent him the bulletin. By we, I mean me and my manager. She understands but her boss(who we have to go through to get to HR) doesn't seem to get it. Guess I'm going to go to SSA tomorrow and see if I can get a letter to send along with the bulletin again. Doesnt help that he isn't here in person..

Btw they also link the guidance for employers pdf from uscis and they do state you don't need to provide additional information.
