John Boehner: ‘Open’ House on immigration

He said he has allowed the House to work its will “more than any speaker in modern history, to the point where there are some bills that have passed — with a majority of Democrats — in favor, and a minority of Republicans.”

Stephanopolous pressed Boehner on whether he would let that happen on immigration, and the speaker said, “What I’m committed to is a fair and open process on the floor of the House— so that all members— have an opportunity.”

He said he doesn’t believe that he’ll have to bring a bill with more support from Democrats than Republicans. Asked if he was “open to it,” Boehner said “we’re going to let the House work its will.”

Boehner has gotten into hot water this year about violating the so-called Hastert Rule — that every bill has to have the support of the “majority of the majority.” His aides have countered that even Denny Hastert, who the rule is named after, violated the rule himself. And Boehner only violates it in rare circumstances, his team says.

Senate Majority Leader Harry Reid (D-Nev.) seized on the comments Tuesday, saying the comments were “music” to his “ears.”

“That he will need Democratic votes says a lot about the atmosphere in the House that its news for the speaker to acknowledge bipartisanship,” he said. “The truth is the speaker needs Democratic votes to pass any bill that has a chance of becoming law.”

Boehner also signaled that there will be new immigration laws in place by the end of 2013.

“I think by the end of the year, we could have a bill,” he said.

Translation: Speaker Boehner is scared shitless of being the one person who blocks CIR when EVERY ONE and their mother wants immigration reform.

He knows that there is a group of republicans in the house still against any form of immigration reform. He wants immigration reform coming from his chamber can be reconciled during the joint committee BUT he knows that the Senate could beat him to it, so that the bill coming from the Senate could pressure enough republicans to accept the senate version and pass it with just democratic votes. That's my thinking.
