Hillary Clinton vowed to expand President Obama’s executive actions on immigration and cast the 2016 presidential election as critical for Latino voters because Donald Trump is the presumptive Republican nominee.

"What happens this November really matters my friends," said Clinton, speaking at LULAC National Convention and Exposition in Washington, where she also vowed to introduce comprehensive immigration reform within her first 100 days as president.

"This one is different isn’t it? We’re not just choosing a president and commander-in-chief this fall. The choice we make will say a lot about who we are and whether we understand and celebrate the diversity of our country which makes us all the stronger," said Clinton, adding that "I deeply regret the kind of campaign" Trump is running.

The president's executive actions, which Trump calls "amnesty," would prevent more than 4 millions of undocumented immigrants who came to the United States as children from deportation. In June, the Supreme Court deadlocked over the actions, 4-4, which means a preliminary injunction that stopped the program more than a year ago will remain in place. Clinton said she understood how "how painful it was" to hear the SCOTUS decision, but she reminded people that it was a deadlock the court didn't actually rule.

In contrasting herself with Trump, Clinton cited a number of controversial statements he's made about Latinos, including that undocumented immigrants from Mexico are drug dealers, rapists and carriers of infectious diseases. She also said he once called a Latina Miss Universe pageant contestant “Ms. Housekeeping” and criticized former Republican presidential candidate Jeb Bush for speaking “Mexican.”

"I mean you cannot make this up," said Clinton, calling Trump the kind of candidate “who thinks Latino outreach is tweeting a picture of a taco bowl.” She later noted that one of the police officers slain in the recent Dallas shooting was of Mexican heritage. "You are not intruders," said Clinton. "You are our neighbors," friends and colleagues, she said.

As Clinton spoke Donald Trump sent out a release titled "CLINTON’S FIRST 100 DAYS OF AMNESTY" with news clips focused on her first 100 day promises.

We need a law to pass, she should act within her first 100 days to get it done of she does in fact win.

It can only happen if Congress is Democrat too. That's why pushing your citizen friends to get registered is so important, even if they act too cool about the presidency.

With the current state of situation in Congress, there is in fact not much more she can really do. Barring a congressional flip, at the very best, she can appoint a liberal Supreme Court judge and appeal the case again if Texas moves to block it permanently.

The last four years have been battles largely between the Executive vs. the State (i.e. conservative states, specifically Texas) decided by the Supreme Court.

The none-decision last month meant the lower court’s decision remains, however the formation of immigration policy is exclusively the prerogative of the Federal Government, because immigration is an inherently national matter. The Lower Courts cannot decide immigration policy for all 50 states.

Therefore I can see ample ground for individual Blue states in challenging the injunction instead as well.

Only time will tell.

A Democratic president would help a great deal as well.

Yeah why do people here think a president can pass CIRs? Only congress can. And republicans control it.

Will anything happen with eDACA/DAPA before elections? If not then assuming Clinton wins. She should re-start DACA in Spring of 2017 at least if nor CIR.

Not sure what she is referring to. Clearly the expanded DACA got shut down so that's out of question. And the Dems don't have a 60-40 majority to pass a law. I think Hillary is only good for continuing DACA. Looks like we are on our own for other ways (marriage).

Nobody controls congress as there is no 60-40 majority. A Republican 60-40 majority would also pass a CIR.
