Coffman said he made an agreement with Speaker Paul Ryan (R-Wis.) to hold off on gathering support for his discharge petition for the bill, which would extend protections under the Deferred Action for Childhood Arrivals (DACA) program for three years.

The forced vote had very low chances to succeed. Probably better that it was dropped at this time.

Maybe Paul Ryan is thinking BIG instead about bringing Dream Act to a vote???? I'm very very positive. I haven't seen the momentum this strong in the 17 years that I've been following this.
