The idea is to create a sort of ‘self- deportation’ of hundreds of thousands of Indian tech workers in the US to open up those jobs for Americans, a US source briefed by homeland security officials told McClatchy DC Bureau, which first reported the proposal, Hindustan Times reported.
What they are talking about is the refusal to extend the H1B of people who are under green card petition processing. The H1B workers would be forced to self-deport in order not to ruin their chances at green card petitions.

How is this Dream Act related?
And this bill hasn't even passed the House yet, and it most likely will not pass in the Senate.

It is not a bill, but a proposed regulation change that doesn't need to go through Congress.

If Trump greenlights it, then it is implemented immediately like DACA cancellation.

What it shows is that Trump isn't afraid of deporting half a million legal workers, many of whom cannot be replaced.

How so? These are legal workers in technical fields who cannot easily be replaced.

US citizens can't take their jobs.

That's also my takeaway from this. He doesn't care about anything else. If it makes his base happy, he will do it.
