Does this mean the DACA age limit will be extended upto 18 if the bill has passed?

This is completely reasonable, one because is legally factual: a minor is anyone under age 18.

Two, especially because USCIS considers minors all those under 21 years of age.

So, yes, it is fair and reasonable.
