"The White House has directed the Army Corps of Engineers to see which projects they could cancel or delay in order to divert money to construction of a border wall/barrier, Congressional and Pentagon sources tell NPR.

This would occur should the president declare a national emergency under the National Emergencies Act of 1976."

I think his ultimate plan is to hurt Federal workers so bad that they end up quitting or striking so he can say that since ICE and TSA agents are not working, it supports his claim of an emergency.
