New President Biden has signed executive order on DACA , I noticed there is memorandum posted on USCIS website . But it doesn’t provide much details . I submitted my DACA renewal on 12/16/2020.
I am wondering if we will be getting 4 years EAD ?

Memorandum :

On January 20, 2021, President Biden issued a memorandum directing the Secretary of Homeland Security, in consultation with the Attorney General, to take appropriate action to preserve and fortify DACA, consistent with applicable law.

No. No order was actually issued by DHS.

I think it reestablished DACA as it was back when it was first introduced but no major changes.

There was one article that hinted towards it being changed to 4 years, but I believe it was a misquote and like you said, it was meant that DACA is safe while Biden is president.
