Because they already know that Trump will make some outrageous demand in exchange for it and when a deal isn’t made, the blame will shift to them.

The fact that this post exist from a thread in summer of 2011 in response to a user predicting when a legislation will take place really shows how no significant progress has been made besides the DACA presidential memorandum in 2012.
