I think in general, the UK has the best medical programs right after the US. However, what sucks about going to foreign medical schools would be that (A) you'll have less priorities for residencies in the US if you ever somehow get back into the US (B) you'll have to cross a lot of red tape to somehow practice medicine in the US one day.
The general rule of thumb to make life easier would be to go to a medical school in a country that you wish to practice medicine... I'd like to go to a US medical school but if I'm unable to, I'd probably go to a medical school in the UK since they have amazing PhD-MD programs...
In addition, going to a Canadian medical school might be bad for you if you already have a bachelors, since there are people who enter medical school directly in Canada. In fact, a MD is considered a bachelors degree in Canada.. You will be years behind your fellow prospective doctors in Canada. Of course there are a good number of people who get degrees in sciences before applying to bolster their application.. but there are always some stellar students who'll be lightyears ahead of you.
As for me, I'm going to finish my degree in California, then see where it takes me. If all goes badly, I'll probably move to the UK.
