In Texas law, if you lie on your application, then you can correct it, but you would have to pay back the amount in which you where suppose to pay. The university could punish you, but not exactly sure why they would since you are telling them about it... I made the mistake in 2006, but I am going to correct it in a few weeks, so I will tell you how it goes. I just don't want to take the chance.
Edit: Also in my case, I applied to college in 2005, and I didn't know I was undocumented at the time. Since I don't look undocumented, my adviser assumed that I was a citizen, and told me to mark it.

Update: So, I finally took the time to go to my college's academic records office to tell them about marking citizenship on my college application. Well, long story short, they fixed the mistake. They didn't care too much since I was suppose to pay instate tuition anyway. So anyone who may have made the mistake on the Texas common application, go and fix it so you can avoid any problems in the future when the DA passes.
