You dont have unlimited room because of something called a selective process. I am about to tell you a secret, state schools still compete to be ranked high. Its as easy as that. Schools do have a budget they want to maintain. And there is near unlimited room, its called a community college.

There are more than just going to school. You also have to be an upstanding person of near flawless record. A system which punishes immigrants far harsher than a normal citizen. I think that is a fair and just way.

College is not the only way to get on the path of citizenship. You can also join the military for 2 years, so your whole reasoning on "One less A" holds no water. 2nd, its a PATH to citizenship, which would mean the person would be a residents but must have a clean record for the next 5 years, which mixed in with the penalties being far harsher for immigrants is a very tight rope to be on. Lets take your HS students get worse grades and say its true, do you also know they would get no financial assistance of any kind for there family, and must work jobs, of which most are out of there hand. Its far more complex than saying just saying they get worse grades.
