Okay so this are my options ( BTW I am turning 18 in 3 Days )
-------------------------------------
My dad marry to a Permanent Resident
1) How long will it take him to become a Permanent Resident?
2) Can my Step Mom or my dad petition me as Permanent Residents?
3) Do I have to be out of the United States , in my home country ?
4) How long will it take for me to come back to the U.S.?

First, did you and your family Entered Without Inspection (EWI)?
If yes, then you can forget about doing all of that.

As long as you are under 21 year old, you can still get a derivative green-card via your father if he marries a USC / PR.

However, there will be a lot of questions and various complications in the interview.

The possible red flags that might make them question the marriage are: Is the lady a different race? Does she have a huge age difference with your father? How long did your father and the lady met before getting married? How long were you and your father illegal present in the U.S.?

Those are all the things that might get the USCIS attention and possibly give them a reason to throw your father and the PR in jail for marriage fraud.
