No,I believe S.744 simply cannot pass the 113th Congress with UAFA attached.It is very unlikely to get pass the Senate filibuster and would not be even considered in the Republican House.The likelihood of UAFA surviving also in conference is virtually nil.
VAWA has had very large Bi-partisan co-operation in the past and it has been renewed without issue over the years but last year was completely different.The House Republican members were actually objecting against the
LGBT protections,U visa protections and the issue concerning using Federal courts for Tribal issues that is why it took so long.
The bottom-line is CIR hasn't ever passed the entire Congress like VAWA has and the idea that UAFA will somehow enhance the legislation morally is true,but garnering more votes for actual passage is absolutely false at this time.
