It's obvious that Republicans have a restrictionist position and Democrats want to do something but have tremendous difficulty because of a myriad of constrains imposed on them by the rules and their razor thin majorities.

Those cynics who try to portray the Democrats and the Republicans as functionally the same on this issue like to think they are world weary but they are really engaging in facile thinking.
