General Step by Step for Adjusting Status

This is for dreamers who have entered through inspection and have 245i filed and have legal permanent resident parents. Please let me know if this step by step is generally correct:

1) One of the legal parents files USCIS Form I-130 for us.

2) Department of State determines your wait time for immigrant visa number. For children under 21, no wait, for unmarried 21+ wait 5-6 years.

3) Upon receiving visa number, apply for change of status in the U.S. (apply for greencard) after a visa number becomes available and assigned to you.

Department of State determines your wait time for immigrant visa number. For children under 21, no wait,

^ this is not true, if you are under 21 you are under the f2A category and still have to wait for a visa number. as of right now, the feb visa bulletin states that the cut of date for this category is jan 08.

This had to be filed before the April of 2001 deadline right? What if this Dreamer qualifies now under 245i?
