I know this is not related to Dream but...i just had a question about this and would like your opinions/ inputs.

I know the guidelines say that parents may benefit is they have a son or daughter that are USC or LPR by the time obama gave the announcement in november....

but if one of us become LPR before the official application dates...do you think they have a chance of being covered under the EO?

From what I have heard/read you had to have been either a LR or US citizen ON or before the day (October 20, 2014) EA was announced. If you acquire any of the former two after this date , your parents may not be eligible. Again I read this a while back so I don't know if it's still the same.

I recently sat through a USCIS DAPA call, and the officials were clear on the fact that you have to have had a USC/LPR child on or before 11/20/2014. Everything after that will not help you in anyway, also the form will be I-821P and it will cost $465.

What they will provide more clarification a bit closer to the releasing of the application is the classification of "child" to see if they will include adopted children and/or step children.

I found some documents pertaining to DAPA on the Federal Business Opportunities website.
https://www.fbo.gov/index2?s=opportu...=core&_cview=0

Mostly these documents are bureaucratic and more on the lines of solicitation for contractors for records servicing. However, I did find information that directly ties the new USCIS Processing Center in Arlington, VA to be the processing center for DAPA only requests in this document here.
