I'm sorry to say No, you will not be eligible for in state tuition because Virginia hasn't enacted such a law. This matter depends on the state law. However, you're definitely going to be eligible to obtain private student loans and some scholarships. Here's a complete list of the states that provide in state tuition to us. Connecticut and Maryland were the last two states to enact the law. Maybe you should write to your state reps to consider such a bill.

Personally, I applied for instate tuition a few weeks ago but I heard some people from my school actually got it without DACA. Long shot, I'm not getting my hopes up but who knows.

I'm from Virginia too.

Depends on the college. Here in Maryland, I was able to do it since me and my parents could show to admissions we were residents of the state for more than 5 years and paid taxes.

However, this is not always the case. You should ask the institution you're thinking of applying to how they handle unauthorized immigrants and/or DACA beneficiaries. And oh yeah, do ask several people, not just the regular workers at admissions. Try to speak with a student advocate or even the dean of admissions if possible if it seems they don't have a clear policy.
