How to get instate tution in florida?

Hi all dreamers please help me for my cousin.He is having his DACA ( WORK PERMIT) He is trying to go to ESFC college for LPN. he just moved there in florida and want to go for LPN nursing but college people refused him to give instate tution.They gave him international student form and told him he has to pay international student fees.
Is there anyway he can get instate tution rate fees? He just moved like two months ago and i know he needs a year in florida resident to qualify for instate tution. Please suggest me what he can do? thank you very much all dreamers.

I think he's got wait a year, and as far I know the Florida Dream Act only gives in state tuition to students who registered for college in Florida no more than 24 months since graduating from a Florida high school.

When I used to live in Florida, some universities there offered in-state tuition for citizens from Latin American countries, it's called LAC scholarship. You might try to look at it to see if you qualify.

The instate tuition bill will go into effect on July 1st. So long as he tries to attend college or technical school within 24 months of graduating, he should qualify.

A friend is going to FAU but things are hard.

Page 21 states the pre-requisites to qualify.

I have been trying to get the waiver, but was denied because I didn't apply to a "florida college system institution" instead I had applied to private schools here in florida for the exact reason of my status. I read the legislation and it does not differentiate between a florida college system institution, instead using the the term institution of higher learning.

2. Apply for enrollment in an institution of higher education within 24 months after high school graduation;

I think I will contest my denial, with this legislation, tomorrow, I will get back asap.

Wish Me Luck , I really need instate tuition!

I need some of that luck as well, wtf kind of clause is that?

So I tried to contest my denial today, and was told to contact the florida department of education. I'll make the call tomorrow and give present the news.
