Origin of Trump's Immigration Banned Countries

It looks like the list of those countries came from the Terrorist Prevention Act of 2015.

“These are countries that have a history of training, harboring, exporting terrorists,” Conway, counselor to the president, told “Fox News Sunday.” “We can’t keep pretending and looking the other way.”

Conway said the Obama administration and Congress essentially came up with the list of seven, citing the Terrorist Prevention Act of 2015.

A federal judge on Saturday evening issued an emergency order temporarily barring the administration from deporting people from those countries.

Isn't that from a different act than the Terrorist Prevention Act of 2015? Why did they add that list to the Terrorist Prevention Act? What you just explained is a different act.

Sorry if I am coming on too strong, I am just trying to understand why that list is that particular act.

Edit: I see what you saying.

Edit2: They remove the visa waiver program from those countries because they were countries of concerned. What does countries of concerned mean?
