If you already hold a two year or four year degree, can you apply for citizenship right away, or do you have to wait the five years? I know that you get conditional green card until you finish a two year degree.

Uhm... after DREAM passes or whatever legislation, we will achieve permanent residency... and become citizens eventually. Why concerned so much about the details?

yeah don't worry about the details now... we have to see if it passes first. but even if you have a degree and completed the 2 year requirement, you still have to wait the six years before getting the permanent residency. (it gives people 6 years so they can actually complete it since many of us don't have money and it might take the full time to get a degree especially if you start working). conditional residency is better than nothing and is pretty much the same as permanent, as in we get to work and drive legally.
