My guess is those 164 initial apps were accepted (but not approved) by USCIS before September 5th.

Did anyone look at the 2018 total requests rejected? Seems to be over 2 million where over 1 million of them are rejected. Which realllyyyy worries me; am I missing something?

Yea, that number is really high. I wonder if that's an error, because those are applications rejected at the lockbox.
