I can’t seem to find this answer anywhere but if you go through consular process , when you come back to the states do you get a conditional green card or permanent ?

doesn't it still depends on how long you've been married? less than 2 years= conditional.

Are you sure ? I know that’s the case with AOS but I read somewhere that consular process gives you perm when you go through consular process

Depends on date of entry. If you enter after the 2 year anniversary and get a conditional green card file I-90 to replace it.
