new mexico ID?

hey guys,

I need to make an ID for my dad (long story, but his GC/identification got taken away at cbp due to a court case pending). I know that NM can issue licenses/id to undocumented immigrants. Is it possible to get him one without proof of address? how do we accomplish this on a weekend trip there?

Looking at NM requirements they want 2 proofs of residency for a standard DL: https://www.mvd.newmexico.gov/wp-con...s9_29_19-3.pdf

Since they do permit you to use two documents from the same category, the easiest way about this would be to change address on bank accounts or/and credit cards and get two statements with an address in NM.
