My card was sent to an address from 2 years ago for some reason.

I've updated my address twice since then and got a change of address confirmation.

I submitted my I-765 and I-821D with my current address but my receipts and card got delivered to the old address smh

I think the current tenant threw away my documents
I think I may have to pay the fee again to get my card even though it was their fault.
Ugh, is there anything else I can do?

You didn’t do mail forward to your new address?

If you have proof of change of address then I think you should be able to apply for a new card without paying the fee as this would be an error on their end.
