I was wondering if this bill was to pass how will things work? Could one just go to the Marine Recruiter's and just enlist once the bill is passed? Or would one have to build up a case with the immigration lawyer?

No, you are not automatically IN, if the Dream ACT passes. It will surely require a process, but No body knows of how it really all will work. Wait to see if it passes first.

To me that's actually the scariest part. I don't really think there is that much doubt at this point that the DA will pass within like the next 3 years. For me it only matters whether they pass it this year or not, but what if once they pass it we still have to wait like 2-3 years to get our papers because of the bureaucratic mess? People say that since they have waited so long already they can wait another 3 years, but let me tell you 3 years after college is a long long time.

I would imagine that you'd have to adjust your status first, and then sign up for the military.

Um, well I'm pretty sure you can't just go over to the recruiter's office as soon as they pass it.

There has to be some process to get legalized, background checks, maybe interviews? idk..

But you won't be able to sign up right away.
You need original copies of everything to enlist, so it's gonna be a while after the DA passes.
