Healthcare bill's effect on CIR

I am sure some of us have been following the news lately on the healthcare bill. It is so difficult to get a bipartisan bill in the senate. Some democrats even calls a 3 republican senators support a bipartisan. Either of these three things is gonna happen here. If it passes, okay, thats good, we get to move on to climate/energy bill. It might drag for another two months, which is something i don't wanna see. President obama really wants to see it passes, but we might run out of time here. Lastly, it might fail miserably. If it does fail, does it hurt the chance of CIR? Even if it does pass with 2 republican senators vote for it, are the rest of republicans gonna stop any other president's obama's top priorities for political reasons since the senate re-election is next year?
