I would call/go to the DMV in Fl and just ask them if the suspension is lifted, since you say you took all the required steps to get it lifted. Just call or go and if they ask for your drivers license, say that you don't want to get one because you are moving back to your country (whatever) it is and don't need it. Make up an excuse as to why you don't want a FL DL, but need to make sure the suspension is lifted. I think that would be safe to do. Try calling first.
