So once DREAM passes along with CIR or not how long after can we start applying? And once we apply how long will it take for us to get our permits?

second part - take about a few months to process (also depend on where you live, some states are KNOWN for SNAIL-PROCESS)

It will not be late to worry about those things even after an immigration bill passes the Congress or after President Obama signs one.

For now, it is not even clear whether Senator Schumer will introduce a Senate immigration bill in January/February or whether the Congress will even consider an immigration bill in an election year.

If you are talking about the House bill, ignore it. Altough it would be wonderful and great if the House version could pass the Congress, it is highly unlikely for that to happen.

So, for now, waiting for a bill to be introduced in the Senate and contacting as many Senators as possible is the best thing we can do.

We should worry more about if it will pass or not, than jumping the gun about applying. Once it passes, guidelines will be made on how to apply, could be as early as a week or as late as a few months. But that is insignificant right now... what is more important that it passes
